A major national trucking company has recently been given an exemption by the Federal Motor Carrier Safety Administration (FMCSA) for certain federal training regulations. This exemption, which has been grant to C.R. England (a Utah-base company), effectively means that drivers who hold a learner’s permit CDL (commercial driver’s license) because they have pass the CDL skills test can drive a truck and trailer for the trucking company without having to have a CDL holder ride with them in the front seat.
According to federal trucking regulations, without such an exemption in place, drivers with CDL permits would need to have a CDL holder ride with them.

While this FMCSA exemption may be good news for C.R. England (and other trucking companies that may be focus on recruitment/expanding operations), it remains to be seen whether it may have greater impacts – particularly on public safety on the roads.
Given that CDL permit holders clearly have less experience driving commercial trucks, it’s possible that this exemption could increase the risk of truck accidents, particularly if these less experience commercial drivers are in riskier situations that require prompt and appropriate responses (such as when the roads are icy, truck equipment failures occur, etc.).
